This space could be used for the street fair, farmer's markets and could be surrounded by mixed use residential/commercial retail structures. This could make for a very vibrant downtown for all parts of the day rather than just a night-life.

This plaza would maintain a constant grade towards the river with the lowest point of the plaza being the highest point on the flood wall.
