What strategies can the city pursue to mitigate and prevent floods in the future?

We should build dikes and walls on our drains and let the river flow between Fargo and Moorhead. This will need more space but will provide protection as long as we build the dikes high enough. For those who must look out over the river they need to build 3 stories high to look over our mutual protection. We will probaly need to raise some bridges to allow flow under them but we could start building for the future now instead of rebuilding later.
