There is plenty of vacant land within the current limits of Fargo--stop spreading the city out and start filling in the vacant land. Plan development so that people can easily and safely take advantage of current public transportation, provide opportunities for neighborhood businesses, and encourage housing and lot designs that foster a sense of community, rather than just showing off a big garage.
