Build a pedestrian underpass ramp under the Great Northern RR tracks (on the N edge of the downtown) along the east side of 7th St N routing it into the basement of the brick building on the N side of the tracks. (SW of Hardees)

Many years ago there used to be a nice Italian restaurant in the basement of that building - I believe it also has an elevator...
