Work with businesses to create a more walkable and pedestrian-centered West Acres. Create a chance for local producers and businesses to sell their goods. Perhaps model changes and new development with the more pedestrian-friendly Lifestyle Centers. West Acres is already hugely successful, so I would think that building bike paths and helping some of the undeveloped land surrounding it get better landscaping would only add to the feel.

I think we can improve ALL of Fargo if we think big and leverage every sector of the city.
