Brand the actual Skyway system downtown and sell it as such. It works for London's "Underground"... Might I suggest: and then start revamping it so it doesn't look so dated. Look how nice Concordia's skyway looks as it crosses over 8th, and how nice many of the skywalks in downtown Minneapolis look. Note, you can also have duo storey skywalks connecting a building as well.
