What kinds of things could Fargo do to ensure access to affordable housing and improve neighborhoods?

One way to increase density in existing neighborhoods of the city would be to allow granny flats as a subordinate dwelling unit within a single family home or as a stand-alone small dwelling unit on the same site. This could be limited to zoning districts that have medium to large lots. As our population ages, it will be more and more important to provide affordable housing options for senior citizens and would help to strengthen peoples' ability to care for their extended family. With care, I think this could be done in a way that doesn't have a negative impact on the rest of the neighborhood.
