Take a proactive approach to the planning and construction of the infrastructure in the city. Nothing is more of a nuisance than seeing millions being spent on a new road (which I'm fine with, we need roads) and then seeing part of it ripped up a few years later to expand it. If we know what the future traffic volumes will be, plan for it and build it to handle that.
