It seems silly to keep Elm Street open in front of El Zagel. Every year it floods and they have to block off the road and fix it. The section of road is not important. Most people use alternative routes.

Why not let the water stay high and put a riverside park there with a beach?

Could be a good spot to fish, swim, or catch some rays.
